To decrease the value of x by 12%, we subtract 12% of x from x.
So, we get: x - (12% of x)
Simplify: x - 0.12x
Simplify: 0.88x
And 0.88x = 88% of x.

Here's another way to look at it:
If 12% of the population of a city left the city, then we would say that the population decreased by 12%.
We can also take the same scenario and say that 88% of the population remained.
